The City of Fowler is committed to the safety, health, and welfare of both its residents and animal population. Fowler's Animal Services program plays a critical role in maintaining a safe and humane community through responsible animal care, public education, and enforcement of municipal codes related to animals.


Program Overview

Fowler’s Animal Services operates with a multifaceted approach that includes

Animal Control Services:

  • Stray sick, injured, or aggressive animals
  • Deceased Animal Removal (Public Property within City Limits)
  • Bite Reports & Rabies Quarantine

Code Enforcement: 

Enforcing Fowler’s municipal codes regarding animal control, noise complaints, tethering, and required vaccinations

Licensing and Registration: 

Promoting responsible pet ownership through licensing and vaccination compliance.

Education and Outreach: 

Hosting events and programs to promote spay/neuter, microchipping, and adoption, while educating the community on proper animal care and wildlife safety.

Temporary Shelter and Reunification: 

Coordinating with regional shelters and rescues to house found animals and reunite pets with their owners.

Code Enforcement: 

Enforcing Fowler’s municipal codes regarding animal control, noise complaints, tethering, and required vaccinations.


Strategic Goals

 

Establish a Fowler-Based Animal Services Facility: 

Develop a dedicated space to handle temporary animal holds before transfer to a partnered regional shelter. 

Expand Community Partnerships: 

Strengthen ties with veterinary clinics, rescues, shelters, and nonprofits for shared resources, emergency response, and outreach initiatives.

Launch Public Education Campaigns: 

Increase awareness on spaying/neutering, responsible ownership, and how to report animal concerns through City Hall or the Animal Services Department. 

Improve Technology and Tracking: 

Implement digital tracking of animal intakes, calls for service, and license records to streamline operations and reporting.

Host Community Events: 

Organize quarterly low-cost vaccination, microchipping, and adoption events in partnership with local agencies.

Enhance Ordinance Compliance: 

Update and enforce Fowler’s animal-related ordinances in alignment with state regulations and best practices.
